unfortunately, WordPress does not seem to support two Categories dropdown Widgets at the moment;
there is an open ticket for a fix, however, this is currently not actively processed; https://core.trac.wordpress.org/ticket/13019
possibly (untested) try to install a plugin for the second widget https://wordpress.org/plugins/extended-categories-widget/
